New York City’s ambitious Climate Mobilization Act has ushered in a new era for the city’s
construction industry. Mandates like Local Laws 92 and 94, requiring sustainable roofing systems, including solar panels, and on most new and renovated roofs, are transforming the building landscape. This, coupled with the carbon emission limits imposed by Local Law 97 on large buildings, is driving a significant shift toward solar energy integration.
Local Law 97 mandates that most buildings exceeding 25,000 square feet submit their annual greenhouse gas (GHG) emissions reports to the New York City Department of Buildings (DOB) by May 1 of each year beginning in 2025.
The first reporting deadline is fast approaching, requiring building owners to submit reports reflecting their 2024 energy usage. Non-compliance with emissions limits will result in financial penalties. While only 11% of NYC’s buildings exceed the emissions limits set for the 2024-2029 compliance period, stricter limits are set to take effect in 2030, which will impact 63% of NYC
buildings currently exceeding limits for the 2030-2034 period, underscoring the urgency for building owners to implement energy-efficient strategies, including solar integration, to ensure compliance and avoid potential penalties in the years to come.
